Can COBRA Health Coverage Be Used for Addiction Treatment After Leaving a Job?

Yes. If you are eligible for COBRA and elect it on time, you can generally continue the same job-based health plan you had before leaving employment, which means covered addiction-treatment benefits can continue under that plan’s existing rules. COBRA does not create new rehab benefits; it temporarily continues the same group health coverage, usually with the former employee paying the full premium plus an administrative fee.

What is COBRA continuation coverage?

The Consolidated Omnibus Budget Reconciliation Act allows many workers and family members to keep employer-sponsored group health coverage temporarily after certain qualifying events, including job loss or reduced work hours.

The U.S. Department of Labor explains that COBRA continuation coverage is generally identical to the coverage available to similarly situated active employees and families.

Can COBRA cover detox, residential rehab, PHP, or IOP?

Potentially, if those services are covered under the underlying health plan and the person meets the plan’s clinical, network, authorization, and other coverage requirements. COBRA itself does not guarantee a specific treatment service.

Does addiction-treatment coverage change when COBRA starts?

Usually, COBRA continues the same plan benefits, copays, deductibles, coverage limits, claims process, and appeal rights that applied before the qualifying event. Changes made to the plan for similarly situated active employees can also apply to COBRA participants.

How long do I have to elect COBRA?

The Department of Labor states that qualified beneficiaries generally have 60 days from the later of the date COBRA election notice is provided or the date job-based coverage ends to elect continuation coverage.

Coverage is generally retroactive to the date prior coverage ended if COBRA is timely elected and required premiums are paid.

How much does COBRA cost?

COBRA participants usually pay the full group premium, including the portion previously paid by the employer, plus up to a 2% administrative charge. The cost can therefore be substantially higher than the employee contribution while actively employed.

Does electing COBRA guarantee rehab authorization?

No. Addiction treatment can still be subject to prior authorization, medical-necessity review, network rules, deductibles, coinsurance, concurrent review, and other plan requirements.

If using private PPO coverage, Trinity Behavioral Health can verify available benefits, but verification does not guarantee approval or final payment.

Can COBRA be used after quitting a job?

Potentially, yes. Federal COBRA can apply after voluntary or involuntary job loss other than termination for gross misconduct, if the other eligibility requirements are met.

What if I cannot afford COBRA?

Other coverage options may include special enrollment in a spouse’s employer plan or Marketplace coverage. Compare premiums, deductibles, provider networks, and behavioral-health benefits before making a decision.

Frequently asked questions

Is COBRA a separate insurance company?

No. COBRA is a continuation right that generally keeps the same employer-sponsored health plan for a limited period.

Does COBRA start immediately?

Coverage can be retroactive to the date job-based coverage ended if the election and premium requirements are satisfied.

Can COBRA end before the maximum period?

Yes. Coverage can end early for reasons such as nonpayment of premiums or when the employer stops maintaining any group health plan.

Does COBRA guarantee out-of-network rehab coverage?

No. Out-of-network coverage depends on the underlying plan’s terms and any authorization requirements.
